Missouri’s Emerging Surveillance State
This project pulls together our research on how different “public-good” technologies in Missouri could combine into a powerful surveillance and control system in the future — especially when linked to digital ID and programmable money.
On their own, each policy or program can sound reasonable: safer streets, faster payments, streamlined benefits, modern ID cards, or improved education data. But when you step back, a pattern emerges. The same underlying ingredients — identity, data, AI, and payments — can be stitched together into a system that monitors citizens, scores behavior, and ultimately controls access to everyday life.
Explore the key building blocks
The pages below summarize what we’ve found so far. Each one:
- Explains what the program is and what problem it claims to solve.
- Identifies who controls the data and who can access it.
- Looks at how it could plug into a larger digital-ID or surveillance infrastructure.
- Highlights specific risks for Missourians’ liberty and constitutional rights.
Digital ID & the Control Grid
How digital IDs, biometrics, and centralized credentials become the “key” that unlocks payments, benefits, medical records, and even your ability to travel or work.

A look at license-plate cameras, gunshot detectors, and crime-analysis software — and how networked police tech can become 24/7 location tracking for innocent citizens.

Why an instant-payment “plumbing system” run by the Federal Reserve could be repurposed into the rails for a future programmable digital currency that can track — and restrict — what you buy.

How Real ID works, why it was sold as a security upgrade after 9/11, and what it means when every major system — airports, banks, benefits, and voting — asks for the same unified ID.

Why language about a state-guaranteed “right to education” can become a tool to regulate homeschools and Christian schools — and how vouchers or ESAs can be used as leverage.

From health and education to criminal justice, more Missouri data is being centralized. We examine how “efficiency” and “coordination” can morph into a single, searchable file on every citizen.

What leading global thinkers and organizations openly say about data, AI, digital ID, and reshaping societies — and why Missourians should pay attention.

No single program “creates” a surveillance state by itself. The danger comes when:
- A unified ID becomes mandatory for travel, work, banking, and benefits.
- Financial rails make every transaction traceable — and, eventually, programmable.
- State data hubs consolidate health, education, criminal-justice, and welfare records.
- AI-driven policing tools watch where you drive, who you meet, and what you do.
Our goal with this series is not to spread fear, but to offer clarity. Missourians deserve to know how today’s “public-good” infrastructure could be repurposed tomorrow in the hands of bad actors — and what can be done now to protect liberty, due process, and constitutional rights for the next generation.
