Missouri’s Emerging Surveillance State

This project pulls together our research on how different “public-good” technologies in Missouri could combine into a powerful surveillance and control system in the future — especially when linked to digital ID and programmable money.

On their own, each policy or program can sound reasonable: safer streets, faster payments, streamlined benefits, modern ID cards, or improved education data. But when you step back, a pattern emerges. The same underlying ingredients — identity, data, AI, and payments — can be stitched together into a system that monitors citizens, scores behavior, and ultimately controls access to everyday life.
