Missouri Senate Hearing Archive & Sunshine Request Tool

The Senate still does not provide a normal public archive of committee hearing video. Until that changes, citizens can use Missouri Sunshine Law to request the recordings that exist and help build a public archive that everyone can use.

This page has three jobs: show the hearing video we already obtained, help citizens generate a strong Sunshine request for other hearings, and let people send the files or download links they receive to hearings@act4mo.org so we can upload them and add them here.

Live Stream Update from Senator Moon:
According to Senate Media department staff, implementation of the live stream will take 3–6 months. In that case, the public likely will not be able to view the Senate in action during the current session. Senator Moon says he will continue working to build support for a rule change so live streaming can begin next session.

Example: the Feb. 25 hearing we obtained

This hearing video was obtained through a Sunshine request and uploaded to the Act for Missouri YouTube channel. This is the model for the archive we want to build.

Help us build the archive: If you receive a hearing file or download link from the Senate, forward the response to hearings@act4mo.org. Please include the hearing date, committee name, and any bills heard so we can identify it and add it to this page.

Generate a hearing request

Search the Senate hearing list, choose the hearing you want, then enter your information. The tool will build a copy-and-paste request based on the Sunshine request that successfully obtained the Feb. 25 Rules hearing video.

Archived hearings show a check mark. Everything else is fair game for a Sunshine request.

When you get a response

  • Download the file if the Senate sends a temporary link.
  • Forward the response to hearings@act4mo.org.
  • Include the hearing date, committee, and any bills heard.
  • We will upload what we can and add it to the archive section below.

Below are unarchived hearings from the uploaded Senate hearing list. Use the button on any card to load that hearing into the request generator above.

How to use this page

  1. Search for the hearing you want by committee, bill number, sponsor, room, or date.
  2. Choose the hearing, then enter your name and email.
  3. Click Generate request to build the subject line and request text.
  4. Copy the subject and body into an email or use the email draft button if you know the recipient address.
  5. Send the request to the Senate records office or deliver it to the Secretary of the Senate.
  6. When you receive a file or link, forward it to hearings@act4mo.org so we can add it to the archive.

What this request asks for

  • The complete recording as retained by the Senate, with audio included.
  • The native or original digital format, such as MP4, rather than a newly created clip.
  • All segments if the recording is stored in multiple files.
  • A download link if the file is too large for email.
  • A written fee estimate before fulfillment if costs exceed $25.
  • Partial production and a cited statutory basis if anything is withheld.
  • Forwarding to the proper custodian if the receiving office is not the right one.
