What SJR 72 does (plain English)
- Defines “person” for Missouri’s equal protection clause to include an unborn child (a human being with a unique DNA code, regardless of age).
- Clarifies that nothing in the Missouri Constitution should be construed to create or protect a right to abortion or require abortion funding.
This is a constitutional question, so legislators pay attention to whether Missourians show up, speak up, and put it in writing.
How to help (do these in order)
1) Submit online Senate testimony (do this first)
Missouri’s Senate Witness Registration System lets you submit written testimony online. It must be submitted before the hearing begins.
Quick steps (2–3 minutes):
- Open the Senate witness system and create an account (first time) or sign in.
- Find the hearing for SJR 72 (Committee: Emerging Issues & Professional Registration).
- Select your position: PRO (Proponent).
- Paste a short statement (samples below) and submit.
Note: the official hearing notice states only in-person witnesses are entered into committee minutes, but written submissions still signal public support.
2) Show up in person if you can
- Arrive early (recommended: 30–45 minutes) to park, clear security, and find SCR 2 (1st Floor).
- If you plan to speak in person, bring a printed copy of your testimony (1 page is ideal).
- Stay respectful—firm, clear, and brief usually lands best in committee.
3) Call the committee (30 seconds per call)
Calls matter because staff keep tallies. If you’re a constituent, say so up front.

Online testimony talking points + sample text
Keep it short. Committees get flooded. A clean 4–8 sentences is often the sweet spot. Use your own words and include your city/county.
Talking points (choose 2–3)
- Equal protection: Missouri should not deny equal protection to a class of human beings based on age or location (in the womb).
- Clarity: SJR 72 clarifies that the Missouri Constitution does not create a right to abortion or require abortion funding.
- Consistency: If “person” means human beings with unique DNA, unborn children logically qualify.
- Urgency: Chemical abortion and self-managed abortions are increasing—law and policy must stop pretending the unborn are outside the community of persons.
- Nonpartisan principle: Equal protection is a constitutional principle, not a party slogan.
Sample (very short)
I am a Missouri resident from __________. I support SJR 72 and ask the committee to vote “Do Pass.” Missouri’s equal protection should apply to every human being, including unborn children. Please advance SJR 72.
Sample (stronger, still concise)
My name is __________ and I live in __________. I’m submitting testimony in support of SJR 72. SJR 72 is a straightforward equal-protection measure: it clarifies that “person” includes every human being with unique DNA, including unborn children, and that Missouri’s Constitution should not be construed to secure a right to abortion or abortion funding. Please vote “Do Pass” and let the people of Missouri vote on equal protection.
